Networking / Participation by QIC&AC Delhi

§ The QIC&AC members attended a meeting on child begging organized by Butterflies in collaboration with Shahri Adhikar Manch (SAM) on July 23, 09 at Indo Global Social Society (IGSSS). Ms. Debashree Mukherjee, Secretary-Department of Social Welfare, Delhi Govt. was presented throughout the meeting to give her reactions on the presentations given by Butterflies & others presented in the meeting.

§ A State level consultation organized by Delhi Commission for Protection of Child Rights (DCPCR) on July 22, 09 at India Habitat Centre was attended by a staff of QIC&AC. The consultation was organized on “Social Rehabilitation & Reintegration of Children in and around Railway Stations in NCT of Delhi”. Participation of senior representatives of Delhi Police, RPF & GRP was the strength in the practical utility.

§ The QIC&AC staff along with a volunteer visited SOS village, faridabad, Haryana on July 11, 09 to learn about best practices they have adopted to provide positive atmosphere to the children inmates for their overall development.

§ On July 01, 09 QIC&AC members attended a meeting at DWCD under the chairmanship of Director, DWCD to modify “Draft of Foster Care Rules” developed by the department. In the meting, the draft developed by QIC&AC in collaboration with the Dept. in 2004 was reffered and emphasize has been given on the ownership of the State and defined partnership with voluntary organizations.

§ The QIC&AC staff along with a volunteer visited to Prayas Observation Home (OH), Delhi Gate, Delhi on June 23, 09 to establish deeper understanding of the needs of the children inmates for their overall development in institution. among the various facilities usefull vocational training is being provided by the Home administration in the light of Rule 48 JJ Rules. Also during visit the Project Manager, OH was accompanied the visitors to guide and facilitate them to understand the role of the administrative staff in creating and promoting the positive atmosphere in the Home.

§ A Workshop organized by Campaign against Child Trafficking-Delhi (CACT) on 31st August at India International Center, New Delhi was also attended by QIC&AC staff member. The Workshop was organized to address trafficking and Child labour and to work on a need for a protocol on standards of care and protection. A paper was also presented by Mr. M.M.Vidyarthi on “Legal Provisions for Care and Protection of Children”.

§ One of QIC&AC staff member attended a meeting Dialogue with Ms. Shantha Sinha, Chairperson, and National Commission for the Protection of Child Rights by Child Rights NGOs in Delhi organized on 02nd July, 2007.

§ A One Day Workshop on Capacity Building Program on Right to Information Act, 2005 organized by Association for Development 18th August, 2007 was also attended by QIC&AC staff for developing a deeper understanding of the operation of the Right to Information Act and the Legal Provision of Right to Information Act.

§ We also had a meeting with Mr. Gyanendra Srivastava, Principal Secretary of Department of Social Welfare to discuss Delhi State Commission for Protection of Child Rights on 24th July, 2007.

§ The QIC&AC staff attended the Workshop on Right to Information at Indian Habitat Centre on 4th October, 2007 on the issues of Bonded labour and Child labour.

§ A QIC&AC Staff has also attended Two day Workshop on Developing Model Rules for “The Prohibition of Child Marriage Act, 2006” on 17th and 18th October, 2007 at Indian Social Institute to know the importance of States Rule as well as understanding of Status of Rules in each State.

§ One of our QIC&AC staff has also attended the meeting with the Deputy Commissioner of Police, North-East District, Delhi on 10th December, 2007 to understand the Status of Bonded labour Children in their district.

§ QIC&AC initiative is also become a part of another Initiative Group of Child Rights. This Child rights Group focuses on the basic rights of children. As a part of active member of this Child rights Group, the QIC&AC staff member attended its first meeting with other core group members on 26th July, 2007.

§ A Three Day “Orientation Training Workshop for the (direct) Care Providers engaged in community based and institution based rehabilitation for the Victims of Trafficking resulting in commercial sexual exploitation and child labour” organized by SANLAAP and supported by UNIFEM on 27th, 28th and 29th December, 2007 was also attended by QIC&AC Staff member. The Training was all about to sensitize the Direct Care Providers engaged in community based and institutional based rehabilitation of the victims of trafficking resulting in commercial sexual exploitation and child labour, to draw attention to the existing services of Care and Protection mechanism for the victims of trafficking and identify the gaps in the same, and eventually bring forth recommendations ensuring minimum standards of Care and Protection for such victims.

§ QIC & AC Coordinator has taken part in a study being conducted by CRY in Child Labour issue at Samaypur badli, Delhi and facilitated the survey.

§ The QIC&AC core group also arranged a Consultation on “Preparing the Guidelines for the Rehabilitation of Street Children” in collaboration with HRLN (Human Resource Law Network) on 18th January, 2007.

§ A one day orientation was held with Police Personnel’s at Police Thane, Dwarka, Sector-9, New Delhi. This was to enhance their understanding on Juvenile Justice (Care & Protection) Act, 2000 and also to develop skills to better handle children.

§ Mr. M. M. Vidyarthi met Commissioner Police of Delhi along with other Child Welfare Committee members to strengthen the juvenile justice system-specially placement of juvenile police in each Police Station, display of Board in Police Stations, adhere to jurisdiction of Child Welfare Committee etc.

§ A QIC&AC Staff has also visited the Observation Home for Boys at Ferozshah Kotla, Delhi Gate, supervised by one of our core group member Mrs. Ratna Saxena.

§ One of our QIC&AC staff has also attended the various workshops like Consultation on “The Protection of Women from Domestic Violence Act, 2005” at YMCA, so be in contact with the other like minded NGOs.

§.A Two Day “National Conference on Juvenile Justice System in India” arranged by National Human Rights Commission was also attended by QIC&AC staff for the better understanding of Juvenile Justice System in India and also to develop appropriate linkages and coordination between the formal system of Juvenile justice and voluntary agencies engaged in the welfare and development of children in need of care and protection or those in conflict with Law

§ The QIC&AC core group also arranged a Consultation on “Preparing the Guidelines for the Rehabilitation of Street Children” in collaboration with HRLN (Human Resource Law Network) on 18th January, 2007.

§ A meeting Organized by CHETNA – a core group member on “Interface of Competent authorities (who deal with children issues) with NGOs working on children issues” by taking the follow up of 1st March meeting this meeting was taken place and an open house discussion within CWC members, Police Personnel’s, Child lines, like minded NGOs, Practitioners and other competent authorities for solving the problems inclined while working with the children’s through face to face conversation.

§ A one day orientation was held with Police Personnel’s at Police Thane, Dwarka, Sector-9, New Delhi. This was to enhance their understanding on Juvenile Justice (Care & Protection) Act, 2000 and also to develop skills to better handle children.

§ A Two Day training on “Training of Trainers on Life skill to Prevent Trafficking, HIV/AIDS and their Linkage” conducted by Delhi State Aids Control Society has been attended by QIC&AC Staff to get the exposure to the other aspect of Child Related problem (Trafficking of child and their contact with HIV/AIDS) which is heinous one and also it helps to the broad-basing of QIC&AC.

§ One of our QIC&AC staff attended the National Consultation on Unorganised Sector Workers organized by Lok Adhikar Manch.

§ Visit was made to Mukti Ashram at village Ibrahim pur, Alipur Block, New Delhi by QIC&AC coordinator. The objective was to understand ways in which children in bonded labour are rescued, restored and rehabilitate and repatriate to their homes.

§ A meeting organized by Deepalaya, on “Promoting Advocacy efforts for Prevention of Child Labour”. The meeting mainly emphasized looking at ways to reduce and eliminate child labour and advocate for proper rehabilitation through better enforcement of child labour laws and regulations.

§ Prayas Child Line on 22nd of May 2007 was also attended by QIC&AC staff for developing a closer understanding of the operation of the Juvenile Justice (Care and Protection of Children) Act 2000 related to CHILDLINE, the salient grass root level problems associated in the implementation of the Act, issues faced in assessing the problems faced by the children (beneficiaries) and their referral to NGOs, policy level issues associated with institutionalization, restoration and rehabilitation of the children, need for a multi dimensional approach stressing prevention, promotion, amelioration, restoration and rehabilitation at Prayas Institute of Juvenile Justice, Tughlakabad Institutional Area, New Delhi. Mr. M.M. Vidyarthi shared the advocacy being done by QIC&AC group in NCR region to strengthen Juvenile Justice System.

§ Another one workshop organized by Don Bosco Ashayalam on “National Initiative for Child Protection workshop” at south- west police District line, Dwarka, Delhi. The workshop emphasizes on the Child rights and Juvenile Justice Act 2000, Child Trafficking and Child abuse, and the various problems faced by the CHILDLINE and Police while dealing with children in distress and solutions.
